In addition, if the variety is not recognized as a breeder's right, it can be cultivated as before and distributed and sold as an agricultural product, and it seems possible to distribute seeds and seedlings regardless of whether they are paid or free. It seems that it does not mean that farmers who have been producing native and fixed seeds have to switch to First Filial Generation Seed (the first generation of hybrids in which different fixed seeds are crossed) due to the modification of the seedling method. For crops that do not have breeder's rights, self-propagation (collection) is possible, so it is up to each producer to adopt them.
